The Workforce Development Council of Seattle-King County (WDC) is proud to present the draft of the Seattle-King County WIOA Local Plan for the years 2024-2028. This plan is a testament to our steadfast commitment to transforming the regional workforce development system with racial equity at the center.

The WDC’s plan responds to the clear mandate set forth by the local community and leadership. It provides a robust framework for understanding and addressing racism and inequity, grounding action in the rich historical context of the region and the lived experiences of its residents. This comprehensive four-year plan outlines our vision, goals, and strategies to enhance the regional workforce system, address labor market conditions, and pave the way for an inclusive and equitable future.

Our Vision

Our vision is to cultivate an innovative, community-focused, and results-oriented network deeply rooted in the principles of racial equity. Recognizing the historical and systemic racism that has shaped our current landscape, our plan outlines our accountability and responsibility for meaningful change across King County’s workforce system.

  • Racial Equity at the Core: At the heart of our strategy is an unyielding commitment to racial equity. We acknowledge the enduring impact of systemic and structural racism, and this plan is designed to confront these challenges head-on. Racial equity is not merely an abstract concept; it is a fundamental pillar of our operational and strategic framework.

  • Methodologies: To address the impact of systemic and structural racism, we employ Human-Centered Design (HCD) and Targeted Universalism. HCD compels us to view our strategies through the lens of those most affected by racial inequities, ensuring our solutions are innovative, empathetic, and relevant. Targeted Universalism guides us in setting universal goals while tailoring strategies to the diverse needs of our community.

Public Comment Period:

The Local Plan is available for public review and comment for 30 days. Written comments can be emailed to info@seakingwdc.org by 5 p.m. Pacific Time on April 4, 2024.
